Important Update: New Australian Student Visa Rules from 14 November 2025

The Australian Government has announced a new Ministerial Direction (No. 115) that will change how student visa applications are processed, starting 14 November 2025.

What Is Changing Under Ministerial Direction No. 115?
From 14 November 2025, the Department of Home Affairs will begin prioritizing student visa applications based on each education provider’s performance and international student capacity.

This new rule replaces the previous Direction No. 111 and aims to create a better balance of international students across all parts of Australia — not just in big cities like Sydney or Melbourne.

In simple terms, your visa speed will depend on your provider’s compliance and student limits.

New Visa Processing Priorities
The new system introduces three priority levels for student visa processing:

Priority 1: Students applying to schools, ELICOS, TAFE, or providers that haven’t reached their student limit.
- Fastest visa processing category.

Priority 2: Students applying to providers close to 80% of their student capacity.
- Moderate processing timeline.

Priority 3: Students applying to providers that have already exceeded their student allocation.
- Longest waiting time.

Expected Visa Processing Times
While these may vary, here’s the general timeline under the new Direction:

Priority 1: 1–4 weeks
Priority 2: 5–8 weeks
Priority 3: 9–12 weeks or longer

So, even if your documents are perfect, your visa could be delayed if your provider’s student limit is already full.
